Project Overview

John was appointed as site commercial lead for the replacement of the linkspan bridges and refurbishment of the pontoon at Seacombe Ferry Terminal on the River Mersey. The £7.5m works were delivered under an NEC3 Option C target cost contract with a two-stage Early Contractor Involvement arrangement. The role covered both development of the target cost and subsequent delivery of the works.

Challenges

The project combined the commercial demands of a target cost contract with technically challenging marine works. Turnover within the operational team made continuity important, while removal and replacement of the linkspan bridges required coordination between marine operations, specialist subcontractors and the wider programme. Maintaining reliable records and managing change correctly were also important throughout delivery.

Contribution

John led the day-to-day commercial management, including target cost development, procurement, payment, budgeting, forecasting and financial reporting, together with contractual and commercial matters under NEC3. The role focused on ensuring that change was properly administered, site records were maintained and subcontractor obligations were understood. John also established regular progress meetings and collaborative planning sessions and prepared a project-specific contract briefing covering Contract Data, early warnings, compensation events and key risks within the Works Information.

Results

Commercial control was maintained through a challenging NEC target-cost marine project, with key reconstruction milestones achieved and the project retaining a return against the original tender margin. The role also provided continuity through delivery and helped keep change, records and supply-chain obligations under control.
