Project Overview
John worked as a Managing Consultant on Phases 1 and 3 of the crude oil export facilities development offshore Basrah, Iraq. Phase 1 was a $733m EPC project under the FIDIC Silver Book, involving installation of three Single Point Moorings and approximately 120km of 48-inch offshore pipelines. Phase 3 was a further $518m development comprising two offshore platforms, approximately 75km of 48-inch pipeline and an additional SPM system.
Challenges
The work involved substantial contractual and quantum issues arising from delivery of complex offshore infrastructure. The initial role formed part of a small team assessing a $110m loss and expense claim, requiring detailed consideration of prolongation and associated heads of claim under the FIDIC contract.
Contribution
John undertook detailed quantum assessment and provided contractual advice on the contractor’s claims. The work included developing the supporting claim narrative and assessing the commercial basis of individual heads of claim, including preliminaries, overheads and financing costs. Evidence and contractual provisions were brought together into clear assessments of the contractor’s potential entitlement.
Results
The appointment continued into a further phase of the project, with claim submissions and quantum assessments prepared in relation to additional works totalling approximately $242m. The work provided a structured commercial and evidential basis for progressing substantial contractual claims under the FIDIC arrangements.
