Project Overview
John worked as a Freelance Senior Quantity Surveyor on a major wastewater treatment system upgrade at Morecambe. The approximately £52m project included construction of two large stormwater storage tanks, approximately 6–7km of rising main and sewer pipeline and associated treatment works. The project was delivered under an NEC3 Option C target cost contract.
Challenges
The project required effective cost control and forecasting across a substantial civil engineering programme involving both self-delivered works and the supply chain. Under the target cost arrangement, reliable information on actual and forecast expenditure was important to understanding the developing commercial position.
Contribution
John was responsible for preparing financial reports, self-delivery budgets and internal cost forecasts for the joint venture. The work included using cash-flow and supply-chain information to understand developing expenditure and provide the project team with clearer visibility of the anticipated commercial position.
Results
The work improved visibility of actual and forecast expenditure across a major NEC target-cost project, giving the project team a clearer basis for ongoing cost control, budgeting and commercial decision-making. Following completion of the commission, John was retained for a further United Utilities project.
