Project Overview

John worked as a Commercial Manager within the Rail Systems function of a major UK infrastructure programme, supporting preparations for the delivery of a complex portfolio of railway systems. The proposed delivery model brought together multiple specialist Rail Systems contracts within an overarching alliance structure. The underlying contracts were based on NEC3 Option C, alongside an Alliance Agreement incorporating a complex commercial and incentivisation model.

Challenges

The proposed alliance introduced a complex and relatively unfamiliar commercial model. The challenge was to ensure that the Alliance Agreement, individual NEC contracts, commercial processes and future delivery organisation could operate together in practice. This required governance, cost management, contract administration and organisational readiness to be worked through before the alliance moved into delivery.

Contribution

John reviewed the Alliance Agreement and NEC3 Option C Rail Systems contracts, responded to tender queries and contributed to strategic contract amendments. The work included jointly authoring the Alliance Management Plan, translating the contractual and commercial model into practical arrangements for the future alliance. John also led and supported cross-functional readiness workstreams, including integration of cost-management requirements and development of a bespoke contract-administration solution capable of integrating multiple Rail Systems contracts and target costs. The role also included developing and delivering practical training on the Alliance Agreement and underlying contracts for the wider Rail Systems disciplines.

Results

The work helped translate a complex alliance and NEC commercial model into practical arrangements for future delivery, strengthening readiness across governance, cost management and contract administration. The appointment was retained and extended several times, with responsibilities broadening into wider NEC Project Manager and strategic support. Senior client feedback recognised the quality of the work and its contribution to making complex contractual arrangements easier for the wider team to understand.
